very active player wants to apply ZULWARN

Hello, about a month ago you had sent me a message inquiring about joining UFP and I had said once I had a moon and decent sized fleet. I now have a moon (3 actually) and a fleet that I feel is large enough, so how would I go about applying to your alliance? Thanks in advance.
